EU MRV, IMO DCS, or FuelEU: Which Official Record Supports a Ship-Emissions Claim?

“Official ship-emissions data” is not a source. Use EU MRV for specified public, named-ship EU-voyage emissions records; use IMO DCS for the global reporting system and its anonymized public aggregates; use FuelEU records for verified well-to-wake energy-intensity compliance, recognizing that the core database is role-restricted. None of the three can silently stand in for another.
This distinction matters to a maritime market-intelligence analyst reading authorized ship-management, chartering and carbon-services Telegram groups. The target Signal is a claim entering a commercial brief without its regime, period or record. If the analyst sees it a day late, an unsupported comparison may already be with a customer. The task is source routing, not deciding whether a ship needs a verifier or selling a FuelEU service.
Here are three illustrative claims, not real vessel records or customer statements:
A. “Official data shows this ship’s EU emissions fell last year.”
B. “The ship completed IMO fuel reporting, so its public CII is confirmed.”
C. “MRV shows a FuelEU surplus available for pooling.”
They all sound official. Each fails for a different reason.
Claim A: find the named-ship EU record
EU MRV means the European Union system for monitoring, reporting and verification of maritime greenhouse-gas information. The European Commission’s shipping-emissions page explains that companies monitor covered ships and report annual data, which accredited verifiers check. Specified information is published for individual ships through the THETIS-MRV public portal.
That makes EU MRV the likely route for Claim A, but the sentence still needs five checks:
- match the IMO ship identification number, not only the current vessel name;
- select the correct reporting year;
- identify whether the value covers intra-EEA voyages, incoming or outgoing voyages, port emissions or a combined field;
- preserve the metric and unit; and
- compare like with like if the ship changed operator, route or activity.
The public row proves what the EU record reports for that ship and period after the applicable verification process. It does not prove why the number changed, that the operator improved commercially, or that the ship outperformed a different vessel. Lower absolute emissions can follow fewer voyages just as readily as better efficiency.
Write the corrected statement narrowly: “THETIS-MRV reports [metric and unit] for IMO [number] in reporting year [year] under the stated voyage scope.” Put causal explanations in a separate, sourced sentence.
Claim B: IMO reporting is not a public named-ship lookup
IMO DCS means the International Maritime Organization Data Collection System for fuel-oil consumption of ships. The IMO overview describes mandatory annual collection of fuel consumption and specified operational data for covered ships, submitted through flag administrations to the IMO Ship Fuel Oil Consumption Database.
IMO publishes annual reports with anonymized data. That public output can support statements about the reporting system, covered fleet aggregates, distributions or trends presented in the report. It cannot be searched publicly to prove one named ship’s fuel consumption or Carbon Intensity Indicator rating.
This is where Claim B breaks. A company, flag administration or authorized party may possess a ship-level Statement of Compliance or other record. A forwarded statement that “DCS was completed” needs that document, ship identity, year and issuing authority. The public IMO annual report cannot replace it.
Do not infer absence either. Failing to find a ship in a public anonymized dataset does not show that the ship failed to report. It shows that the selected public source was never designed to expose its identity.
Claim C: an MRV row cannot reveal a FuelEU balance
FuelEU Maritime regulates the well-to-wake greenhouse-gas intensity of energy used on board covered ships and establishes monitoring, verification, compliance balances and flexibility mechanisms. Well-to-wake includes emissions across fuel production, distribution and use, rather than only the direct exhaust quantity suggested by many emissions discussions. Regulation (EU) 2023/1805 has applied from 1 January 2025, with specified monitoring-plan provisions applying earlier.
The FuelEU database contains ship monitoring plans, reports, verified information, compliance balances, banking, borrowing, pooling and documents of compliance. Access is assigned to roles under the regulation; it is not a public ship-by-ship portal equivalent to THETIS-MRV.
Claim C therefore fails twice. First, an EU MRV value uses a different regulatory measurement and cannot establish FuelEU compliance. Second, a negative or positive FuelEU balance, pool allocation or penalty needs the relevant verified FuelEU record and authorized access. A screenshot with no ship, period, record type or issuer is not enough.

Why the three numbers should not share one chart by default
Before placing MRV, DCS and FuelEU values beside one another, align:
- ship population and stable identity;
- calendar or reporting period;
- voyage and port boundary;
- greenhouse gases included;
- tank-to-wake or well-to-wake treatment;
- fuel, energy, distance, transport-work or intensity unit; and
- reported, verified, adjusted or anonymized status.
If any item differs, the chart needs an explicit limitation or should not be made. A precise source link does not cure a mismatched denominator.
For example, a named ship’s verified EU-voyage carbon-dioxide figure, an anonymized global fleet efficiency distribution and a role-restricted FuelEU intensity balance are three legitimate records. They answer three different questions. Ranking them as though they were rival estimates of one fact would manufacture a conclusion no authority published.

Keep the analyst’s final note short:
Regime: EU MRV, IMO DCS or FuelEU.
Ship/population: IMO number or anonymized fleet scope.
Period and boundary: year, voyages, ports and operational scope.
Record and access: public THETIS row, anonymized IMO report or authorized FuelEU record.
Supported conclusion: the exact sentence the record can prove, followed by the unresolved cause or commercial meaning.
When a screenshot has lost its link, apply the official-source recovery ladder. Preserve who forwarded it and where it came from using the Signal provenance method; provenance of the message does not replace provenance of the emissions record.
