A Common Procurement Vocabulary, or CPV, code tells a sales team what a public buyer may purchase. It does not say whether the buyer is merely planning, currently receiving tenders, correcting the procedure or reporting an award. Recover the official notice identifier, eForms notice type, lot and current version before assigning a sales stage. A relevant CPV code inside an award notice is market intelligence, not an open bid.
This source problem reaches a public-sector technology-services business-development lead through authorised procurement, government-technology and sector Telegram groups. The useful Signal is a dated official procedure state, not a cropped category code. Seeing an open notice a day late can lose bid preparation time. Treating an old award or superseded deadline as open creates a false pipeline entry.
These are illustrative fragments, not real buyers or procedures:

Neither fragment contains the European Public Procurement Notice Identifier, notice type, version, procedure identifier, official documents link, lot deadline or award status.
CPV answers “what,” not “where in the procedure”
Regulation (EC) No 2195/2002 establishes CPV as a single classification system for public procurement. The main vocabulary uses a tree of numeric codes to describe the subject of contracts, while a supplementary vocabulary can add detail.
That makes CPV valuable for discovery. A cybersecurity supplier can watch relevant service categories; a logistics vendor can watch freight and warehousing categories. But the same CPV code can appear in a prior information notice, a contract notice, a change notice and a contract award notice. The code stays about the purchase subject while the procedure moves.
The quickest correction to a screenshot is therefore: keep the CPV code as a search filter, but never use it as the procurement stage.
Prior information notices can mean more than “coming soon”
Implementing Regulation (EU) 2019/1780, the eForms Regulation, defines multiple standard notice types. A prior information notice can be used only for information, to shorten later time limits, or in specified regimes as a call for competition. Utilities may use a periodic indicative notice in related ways.
That variation changes the sales action. An informational notice can support account planning: understand the buyer, likely lots, estimated schedule and future contract-notice date. A prior notice used as a call for competition may require a more immediate procedure check. The title “prior information notice” alone is not enough; read its exact notice type and legal basis.
For the first illustrative fragment, a planning-stage record would justify owner assignment and document monitoring, not a claim that a tender response is due Friday. The Friday date must come from the current official lot or documents, not the forwarded caption.
A contract notice is the participation record—if it is current
A contract notice describes an active competition under the applicable procedure. The relevant facts can differ by lot: purpose, CPV classifications, place, estimated value, selection criteria, award criteria, documents, submission method and deadline.
Recover the official notice and read the lot that fits the supplier. A procedure may contain one software-development lot, one hosting lot and one support lot with different requirements or dates. Adding the whole notice to a generic pipeline can assign the wrong service and deadline.
The eForms model requires the non-restricted procurement-documents address, outside limited exceptions, to provide direct, unrestricted, full and free access. If a screenshot links only to a buyer homepage or reposting site, recover the official notice’s documents field before sending it to a bid team.
A change notice can make a true screenshot operationally false

Compare the screenshot’s notice identifier and version with the current official record. Check changes to:
- submission and question deadlines;
- lot scope, quantities or CPV classifications;

- documents and communication URLs; and
- cancellation or termination information.
The screenshot may accurately show what was published last week and still be unsafe for today’s bid decision. Preserve both versions so the sales lead can explain why the pipeline date changed.
A contract award notice proves an outcome, not an open door
A contract award notice reports the result of a procurement procedure or lot. Where published, it can reveal the winner, value, number of tenders, contract or framework duration and other outcome fields. Those facts help competitor research, renewal planning and account mapping.
They do not reopen the awarded lot. Route the notice to intelligence unless the official record points to unawarded lots, a dynamic purchasing system, a framework reopening or a separate future procedure. The second illustrative fragment—“says result”—is a strong warning that this may be award intelligence rather than current acquisition demand.
