Decision: A cross-border payment integration provider wants more people in its target market to recognize the brand. It also wants to notice when merchants begin comparing alternative suppliers. Should the team fund Telegram Ads or invest in demand discovery from group conversations?
Short answer: Choose Telegram Ads when the goal is controlled exposure in relevant channel environments. Choose group-conversation demand discovery when the goal is to review discussions the team is authorized to access and identify problems worth human investigation. The two paths can run together, but they require different metrics. Channel targeting must never be presented as personal buying intent.
By the time the growth leader notices a merchant comparing alternative settlement providers the next day, the remaining budget for the period may already have been added to the next channel-ad flight, leaving group-demand review to wait for the next budget adjustment.
First, state what each route actually delivers
Telegram’s official Ads overview describes sponsored messages in public one-to-many channels. Advertisers can select specific channels so the advertising context is relevant. Telegram also states that its ads do not rely on users’ personal information and are based on the channels in which they appear.
Telegram Ads therefore buys an opportunity to be seen in a selected channel context. It can show where an ad appeared, the budget assigned, and observable platform interactions. It cannot tell you that a particular viewer is currently purchasing.
Group-conversation demand discovery works on a different object. It does not buy reach. It reviews discussions in industry groups that a team deliberately connects and is authorized to access, looking for problems related to the service it sells. For example:

The message contains an incumbent problem, a region, and an alternative-supplier question. It also preserves the speaker’s uncertainty. A payment provider’s sales representative may reasonably read the context, but the message does not prove that the speaker is a buyer or that a project exists.

When a brand is entering a market and the intended audience does not yet know what it offers, reach is usually the first constraint. Advertising uncertainty sits between seeing an ad and having a need. Discussion uncertainty sits between describing a problem and being an appropriate sales follow-up. The first is investigated through creative and landing-page behavior. The second is investigated by reading original context.
Do not apply advertising click metrics to group messages, and do not use candidate Signal counts to evaluate advertising reach. Collapsing both inputs into one score prevents the team from knowing whether a problem lies in exposure, content, or qualification.
Decision three: when do you need feedback?
Advertising produces campaign feedback over a defined spend period, allowing a team to adjust content, channels, and budget. Telegram’s Ads policies and guidelines require the ad language to match the target channel and destination language, and they set accessibility and content requirements for destinations.
Group discussions have no campaign schedule. A vertical may produce many supplier-switching conversations near renewal season and none for several days afterward. The value is preserving a relevant discussion when it appears, not guaranteeing a fixed number of leads every day. If management demands a fixed daily output, a team may begin counting general questions, supplier self-promotion, and forwarded copies as demand. That does not create stable acquisition. It converts a volume target into false positives.
When to run both instead of choosing one

That consent does not transfer to another context. Review the actual integration, consent model, and applicable law; human review cannot cure unpermitted processing.
Recommendation to the channel owner
Treat Telegram Ads as paid distribution in a channel context. Do not sell it internally as a way to identify individuals who are currently buying. Treat group-conversation discovery as evidence for a human review queue. Do not promise a fixed number of opportunities.
If more people need to understand the product, solve reach first. If the target market already discusses relevant problems in known groups and sales cannot keep up with reading, solve discovery and organization. When both routes run, give each one its own objective, evidence, and failure condition. Only then can the team decide where the next unit of budget belongs.
